Get NIH redirect for deployment #68

We need to get links redirected by NIH in order to deploy the app.

This requires creation of a load-balancer and target groups to allow NIH to target the load-balancer so we don't need to re-request when we change instances.

I have redirect to a load balancer for -dev -test and prod.
