Plink-v1.9 updated to support ARM64 architecture #16

The GOBOT sandbox is on a ARM64 based machine. These commits provide changes to the Dockerfile and source code needed to build Plink v1.9 on both x64 and ARM machines (tested on an AMD MacBook and ARM based machines).
