Description of Changes

Adds:

(mostly) transparent support for multilabel classification in all classifiers except TensorFlow BERT and MT-DNN
corresponding updates to the interactive apps, relevant utilities, and documentation
a new multilabel dataset (CMU Movie Summary) for multilabel classification
a new benchmark using the new dataset (and updates plots on some older dataset benchmarks)
