Description of Changes

Adds text and references for a paper to submit to JOSS.

Hey @pmbaumgartner, I think I got the build passing -- I've bumped the version number and pushed a PyPI release. Should be ready to approve/merge when it passes again.

We'll need to create a release to trigger a new Zenodo DOI (I think I can do that?) and then edit the DOI title to match the editor's request (I can do that).

@jasonnance Great, I'll review again and merge after the CI has passed. I think you should be able to create a release, if not, I can do it as well.

Not sure what the clahub issue is. I can't access it currently. I know you've signed so I'm going to merge and override.
