Allow users to see the current state of the VLAB, and to report allegedly failed boards #31

Currently users have no visibility on what boards are available. Also if they suspect that a board has failed they cannot report this and that board will stay in rotation, potentially annoying many users.

A user-facing interface could allow users to take boards out of rotation.
