Add support for pre-Vivado boards #7

This might never happen, but it would be good to one day have this so we can switch off w3rd (currently serving Spartan-6/Virtex-6 boards).

The main obstacles to this are probably reliably identifying the TTY and JTAG devices, and finding a compatible hardware server set-up.
