Create module installer within RTXI. #98

For v2.1, we should implement a module installer module that can display README files of all available modules and, with the push of a button, download and install them. This way, users will not have to use the command line to manage modules and keep track of them in within their own filesystems.

This is already done (https://github.com/RTXI/module-installer); I'm just creating issues to add to the v2.1 milestone.
