Add CHV into ont-load-inventory.yaml #280

Based on issue github:NCATSTranslator/Feedback 246, we may want to add the Consumer Health Vocabulary (CHV) into the ont-load-inventory.yaml file so we add this vocabulary into the UMLS ETL for RTX-KG2.

tentatively proposed for inclusion in the KG2.8.4pre build

To do this, we need to edit both umls2rdf-umls.conf and ont-load-inventory.yaml, since umls-chv.ttl is not currently being generated.

We got it now, in KG2.8.6pre!
