Infores Registry is Decoupled from Biolink Model

You can now find the infores catalog, versioned, at these kinds of URLs: most recent: https://biolink.github.io/information-resource-registry/infores_catalog.yaml by version: https://github.com/biolink/information-resource-registry/blob/v0.2.8/infores_catalog.yaml

This relates to #378, given the errors of 2bc5330. We need to separate these versioning systems and links within the KG2 build process as well.
