GF180MCU `USEMINSPACING` #278

Again I am not sure if this is the right place. The tech lef for gf180mcu has USEMINSPACING set to ON which is in my opinion mostly dangerous. Setting it to OFF is more conservative and I don't believe that it will have any negative impact.
