The recent PDK refactor of the standard cells is going to make this obsolete, so I'm going to not merge this, but wait until that change is merged into the standard cell repositories, then run the JSON file update.

open_pdks is now updated with all the latest library commits in the JSON file, so I'm closing this pull request.
