Fix `gf180mcuC` `xschemrc` #368

The current xschemrc for gf180mcuC (likely also the other versions A/B/D) does not seem to work properly, see https://github.com/iic-jku/iic-osic-tools/issues/9.

The proposed fixes to xschemrc can be found in the referenced issue.

@hpretl : All xschem files for GF180MCU are part of the Google repository library gf180mcu_fd_pr (under cells/xschem/), so any changes to xschemrc need to be posted as an issue to the Google repository https://github.com/google/globalfoundries-pdk-libs-gf180mcu_fd_pr
