Enable Customizable Bootstrap Peer List #84

At the moment we used a fixed bootstrap peer list consisting of the default libp2p peers, and Temporal's public peers. It would be useful to enable supplementing this list via the configuration file with additional peers to attempt to bootstrap off of.

Had to do some work on the config package for TemporalX and this was an easy thing to include and should be available in v3.4.1 of TemporalX

v3.2.1 of our config package includes this. one the functionality is released in TemporalX i'll update the documentation
