Overview

• Relicenses everything starting with v3.4.3 to AGPLv3.
• Updates configuration reference and documentation for the new v4 config syntax
• Documents how to use the postgresql datastore
• Add instructions on how to migrate from v3 -> v4

• ~Update getting start section with how to generate example config file~
• ~Update detailed config reference explanation (right now section such as host options, and dht stuff are using the old semantics~
• ~Document postgresql datastore usage~
• ~Update replication config section with port dial timeout~
