EclModelBuilder currently does not pass HTML attributes to the "GetTemplateFragment" method of the ECL Provider #34

When we add an ECL item to image tag in RTF, the HTML attributes added to the image tags are just ignored and are not a part of the TemplateFragment property in the output.

The TemplateAttributes are set to static empty item in ExternalContentLibrary.cs
