Create basic image for our ROS development that we all can share!

@leandroebner @JoseLuizMendonca Do we need the ROS2 to be built from source? or installing it from the Debain packages would do? I have written Dockerfiles for both but I have only pushed the one built from source to the branch.

I think from source would be better, you can maybe use one of the official ROS2 images as base layer???
