feat: add on_toggle hook #3

this is an extension to #2 which introduces the config option on_toggle giving the user the ability to execute arbitrary logic on toggle.

Good alternative to #2 !

I think a doc update is needed for the hook. Maybe explicitly mention that this is useful for disabling virtual_text, so the people know :)
