refactor modules

[PonomarevDA]

This PR is a step to start using Cyphal and Dronecan modules in the same firmware.

Features/fixes besides refactoring:

• add health check of cyphal and dronecan core modules
• improve leds (add more color meanings)
• add range v3.1.0
• add power v3.1.0

Test coverage

Tested on mini v3 node in dronecan and cyphal modes.
