task: switch all static to whitenoise for the deployed system

Story

As a developer, I can store things in static on deployed system so that I can have images and cs and js.

Acceptance Criteria

• Everything that is stored in static is working on the deployed site

• [x] Use installed whitenoise to get everything from static from the development site to the deployed site

whitenoise is being used rather than cloudinary for the images are all going to be permanent on the site therefore static. The users won't be posting images as it was decided that although pretty to have a picture or avatar it didn't really add anything to what the site was attempting to acheive as the volunteer would get to see their own picture and the coordinator but they would never meet so it was irrelevant as the coordinator would pass them to a person in need who wouldn't see the picture.
