What steps will reproduce the problem?
1. In phone book, add a contact in this format "+852 12345678", which contains
a "plus" sign, 3 digits country code (I'm in Hong Kong) and 8 digits phone
number, a total of 12 characters.

What is the expected output? What do you see instead?
The caller ID should find a match in the phone book and show the first name and
last name of the caller. Instead it showed ONLY 8 digit number with no country
code (only showing "12345678") therefore the phone could not find a match in
phone book and treated it as an unknown contact.
What version of the product are you using? On what operating system?
Android 2.1 beta 2 (O2B2), 1024MB
Please provide any additional information below.
To further confirm it is the country code problem I edited the phone number in
my phone book "12345678" and the phone can successfully found a match showing
the contact name.
I also have a Nexus One using the latest Gingerbread and the problem does not
exist on that phone, while both phone share the same Google Account with
identical contact list entries.
