External installation on a 16gb class 4 only 9.84 gb appear in ext4, 3.91 gb unlocated???

I would like to know.How to change and where to change on the installation the 
partitioning at 9.84 gb to 13.75 gb.
i'm unable to resize the partition because it's in FAT32.
3.91 gb missing unlocated on the micro sd card.

I'm unable to find any help on this problem.
Which file could be modify to extend the default partition to is max capacity.
