wifi: wlan unable to start after sleep #84

What steps will reproduce the problem?
1. After waking the device
2. If wifi was off cant turn it on
3. If wifi was on when i try turn it off it stucks... 

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
beta 2 on sd card

Please provide any additional information below.
other remaining problems clock off by 1 hour after sleep, sleep dont unlock 
with unlock button put with power on,

hmm, i think it didnt, i remember running wlan whole day before data was 
enabled.. so, we can assume it didnt happen in beta1

..actually, now i remembered, it used to happen, but maybe once or twice.. 
someone said to adjust in advanced settings to never switch wlan off...

similar issue occurring with data connection.. i turn if off with APN on/off
Go to sleep... 3 min later when i turn it on, dont work...

some observations about that problem...
at first i used the standard power control widget for on off wlan, and after 
sleep usually i couldnt turn on wlan, or it wouldnt find any network if it 
turned on...
then, i started using the quick settings app for on off wlan...
and didnt encounter the problem of now being able to turn on wlan after sleep
however, if wlan would be on, after sleep if wouldnt work, off and on solved 
it...
so, with that app problem almost solved..

wifi doesn't work after sleep, even if I restarted the phone.
It said connected but can't visit any page.
