time: internal clock running slow?

What steps will reproduce the problem?
1.setup time & date ( http://www.dejuistetijd.nl/ )
2.play around with it,
3.next day there is a difference in time on time server site  and android 

What is the expected output? What do you see instead?
time should be the same on website and on android
but android is a couple of min behind,
Current time 15:26 , Android time 15:24

What version of the product are you using? On what operating system?

I have the inverse problem for example at the Current time 15:00 android time 
15:30
