Feature Description

TimelockPrivatekey should be included in the BellatrixBeaconBlock structure

Tasks

• [x] Update the corresponding protobuf
• [x] Update implementations parts of the code
• [x] Add necessary parts to the v2 formats
• [x] Reflect changes to the block gRPC
• [x] Pass the privatekey over to the execution layer via Execution Payload
• [ ] Reflect changes to the state gRPC
• [ ] Persist block structure in the database

This issue should be closed after all of the above tasks are complete.
