NOTE: Consensus Update Activates Block Height 62,000 (Estimated at time of writing to be November 24, 2022 but could be earlier).

Major Changes:

Added convenience OP codes for accessing references in all inputs/outputs
Added OP_STATESEPARATOR and related op codes to segregate scripts and state
Added singleton like reference type
Misc bug fixes
