feat(RadicalExtensions):Add a custom set of hanging protocols #2

This commit adds a custom set of hanging protocols - for the heart it adds one for MR that automatically magnifies the view. For general display it adds one which displays the first two series in 2x1 mode.

@ladeirarodolfo - can you take a look at the initial version of the hanging protocol in hpHeart

Thanks for your PR Bill, it definitely brings much more value to our apps. I added only minor comments. In overall I will bring your attention to:

  1. Lint/formating files differences
  2. File/folder organization
  3. Documentation/hp design definition
