Add upload and retrieve support for static-dicomweb files to S3 (or other plugin buckets)

@rodrigobasilio2022 and @ladeirarodolfo - I've added code to upload and retrieve the deduplicated index files for S3 to the static-dicomweb. That is a requirement for being able to have a web service for the cloud that directly handles the uploads.
