create new role "group admin"
build "create group" page
build interface where group admins can manage their group's data without seeing other groups' data
secure data from manipulation by admins & protect privacy of users (emails and voting behavior)
make email invites customizable
allow admin to extend delegation and easily revert matching pool payouts?

notes from discord chat Add backend validation so group admin is not able to create deliberation / delegation / election in the wrong date order via the API.

What's done

Anyone can create an event and a group
Group admins can add proposals to a ballot in the "event manager"

TODO

a page where group admins can change the start / end dates of events in the "event manager"
