Both sections: Editing Assignments and Adding Assignments by Tutorial Group are still under Assignment Commands, and there shouldn't be that big of a gap separating those.

Reason for disagreement: I believe this falls under "too much padding" category as the entire page is empty. It is also inconsistent with the format of your UG that every section starts on a new page, and it might confuse the reader. It requires the user to put in more effort than necessary.
