Correct classification of planned process radiation exposures #212

The RBO classes of planned radiation exposures currently are specified as under "planned process" using the label for the parent class instead of the URI. However, both OBI and COB declare classes with this label, and it results in specifying COB:planned process as the parent class. I believe the intent was specify OBI's class and not COB's, as OBI's is an equivalent class based on axioms and COB's is a declared class. Suggest specifying the OBI:planned process URI http://purl.obolibrary.org/obo/OBI_0000011 in RBO templates as the parent.
