Unable to save changes - configuration editor #649

What steps will reproduce the problem?
1.Launch PWM
2.Select configuration manager
3.Make a change to a field:  general Site URL 

What is the expected output? What do you see instead?

Changes made are saved

What version of PWM are you using?

1.7.0

What ldap directory and version are you using?

windows 2008 R2

As a workaround, running Firefox on a remote windows 7 device enables me to 
configure settings and save properly.   Issue remains with win2008R2 and IE 11 
(I've also tried IE 10 with no success).  In either case, I'll move along to 
the next issue (5051 ERROR_DB_UNAVAILABLE (get operation failed: Network error 
IOException: Connection refused: connect) ... which I understand is on my end!
