PWM Redirects to /public/ ends in HTTP 404 #675

What steps will reproduce the problem?
1. Visit login page of PWM and click cancel button, PWM redirects to /public/ 
and results in a 404 error.
2. Same thing when clicking on Cancel button for forgot password page

What is the expected output? What do you see instead?

What version of PWM are you using?
1.7.1

What ldap directory and version are you using?
OpenLDAP

Please paste any error log messages below:

Not Found

The requested URL /public/ was not found on this server.

I have the same problem. I also see it after the user sets up secret questions 
for the first time. After inputting the answers for the first time and saving 
the person is Redirected to /public with a 404 error. The changes are 
successful. If they log in and setup questions again the redirect works, but it 
is a /private address. My server is also Windows, hope that helps find the 
problem.
