Verify Email after update in User Profile module #459

What steps will reproduce the problem?
1. Update email in user profile module

What is the expected output? What do you see instead?
Expected Output: User is asked to enter confirmation code from email
Seen: User can set the email to whatever they want without email confirmation

What version of PWM are you using?
1.6.4

What ldap directory and version are you using?
OpenLDAP
