pulseaudio 0.9.21
Freebox 

launch freetuxtv
click on a channel
you have picture but no sound
if you record
then you have sound !

i experiment this :

viewing a channel : in pulseaudio volume control in "read" tab there is no
vlc
recording a channel : in pulseaudio volume control in "read" tab there is
vlc

therefore i conclude while viewing you use a sound output not compliant with
pulseaudio

Which channel is affected by this bug?

Have try with choosing a transcoding format Theora+Vorbis?
