with auto tag release CI, it's losing the change log as it is forced to have 1 PR to master to collect all changes. #242

Instead of doing so would it be better. to merge into master the PR and the release version check must not be mandatory. When it won't pass it won't publish a release. So changes can be collected in the main branch before releasing it. when the release version check passes in the PR it will create a release...
