appveyor update cache #68 #69

in this case azure-pipelines should not be triggered.

appveyor works as expected on filtered azure-pipelines files as can be seen from this commit, no triggered: https://github.com/Raffaello/sdl2-vga-terminal/pull/69/commits/1220b6d2bb33e23edbc0b132d7e2bf6ea3f3cd7d

still compiling vcpkg.exe, but might be refined in another PR.
