split CI step in 2 stages #93

CI step split in a pre stage step for vcpkg artifact pipeline caching.. then reuse the vcpkg artifact in the CI build step. see if it is better..

between stages there is an idle time.... it could make sense to have 1 CI stage only for performances reason, even if in this way is "prettier organized"

linux and mac can generte a template to be reusable....
