[x] detach sonar-cloud stage in a isolated pipeline
[x] to be triggered after the successful of the CI stage/pipeline. independently. [ i was unable to make it working and at the same time would be more time consuming)
[x] reusing the same vcpkg dependency used in CI. (created a Follow up #107 )

or at least it is an optional information not a required one, so no need to wait 3 stages of CI, 2 are enough and the 3rd one triggered as independent pipeline.~~
