Provide a Files thumbnailer #370

With Clapper and no other video player installed, Files is unable to show thumbnails for video files due to the lack of a thumbnailer. Clapper should provide a thumbnailer so thumbnails can be shown, like Totem does

Also, this is something where libclapper might be used once done. So finishing API work comes first.
