Hi, sorry but this will not be accepted. If you want to contribute your translation, please either use Crowdin service or alternatively submit your changes as pull request. Issue tracker is not for submitting files to the repo.

First of all, the link doesn't even lead to any kind of file but this very issue. Even if it did, I am reluctant to opening any kind of zipped files from unknown sources, especially those send by first time contributors (random persons).
