FR: Allow seeking through video with mouse wheel #446

Please allow users to scroll through video's while using the moose wheel. The previous version allowed this behaviour, it allowed the user to use the moose wheel to either move forward or backward. The previous version also allowed in the settings to select either frames, seconds etc. Please consider adding this feature back into the new version. Using the arrow keeps is nice however using the moose wheel to do so is much more intuitive.

There is plan (and always was) to allow to seek with scroll on the progress bar. Unfortunately restoring it did not make it into this release. Hopefully for the next one.

The previous version also allowed in the settings to select either frames, seconds etc.

The seek configuration (how much and unit: seconds, percent, etc.) did not change and is present in latest release.
