What steps will reproduce the problem?
1. Remote access is denied.
Make sure https is used if you want to access Google Sitemap Generator from
remote IP. You can go to help center for how to enable https.
If you are on local machine, make sure you are not using proxy.

I open the https now...But still get the same error....
I put a helloworld.html at web root
https://XXXXXXXXXXXX.com:8181/helloworld.html   It works!
but, I can visit https://XXXXXXXXXXXX.com:8181/cgi-bin/admin-console.cgi
