I removed the call to PIL in marchonpolls.py because we're not using it and PIL is a PITA to build for Lambda.
I setup a Pipenv file to support pipenv. Eventually we'll want to deprecate requirements.txt in favor of it, but not now.
Added a Makefile that bundles up the code for Lambda
Changed the HTML for the polls page to point to the S3 file
Removed marchonpolls_events.json from the repo

@dryan I can't speak for the packaging parts, but the changes to the remove PIL and update the reference to the geojson look good to me
