Time check for validating new carpools are not in the past is off #668

At 6:30PM PST on 9/7, I tried to create a new carpool for 9/7 at 11PM in the Nomad 'Give a ride' new carpool flow. It told me that I could not make the new carpool, since it was in the past.

My guess would be that the timezones being compared are wrong.
