I did a quick check, and must conclude that this not a stupid question at all.
What happens, is that all hexes that do not yet have a tile laid on get highlighted, and these hexes only, whereas the name of this command clearly implies that at least all tiles that have been laid can be corrected.
Is this an unfinished feature? If not, what is it good for?
