Add new blank html section should insert section after selected file

Right clicking on an HTML entry in the book browser and selecting Add section 
should add the new section after the entry that was right clicked on, instead 
of at the end of the folder. 

Patch attached.

- Adds new blank section after the section that was right clicked on
- Adds new blank section at end of list if folder was right clicked
- If File New->Blank Section is activated, adds new section after entry 
selected in browser or at end of list

Not implemented for styles since they are always sorted alphabetically.
Possibly extend to add existing files, but this is a separate issue.
