automatically renumber heading_ids #1201

Sigil automatically add heading_id to headings when using "Generate TOC from 
headings", could it also renumber them when renumbering TOC playorder (issue 
986)?  Then I don't have to worry about the heading_id when I copy and paste 
from other headings that already have a heading_id.

Renumbering the heading ids when using Generate TOC is a good idea and will be 
noted for future TOC work, but the TOC playorder is just to change the TOC 
playorder and not modify the document.
