incorrect paragraph numbering when generating epub file if start numbers are specified #1229

With the attached XHTML code, Sigil properly displays what is expected in the 
preview panel. However, when generating the epub file, the 'verse' numbering is 
incorrect. All 'verses' are reset to 1.

EPUB 2 does not support start numbering. Sigil displays it because the viewer 
is more relaxed in what it accepts than what the spec defines.
