Tabs should always use the Book/Code/Split View state set by the View buttons #1272

Currently tabs open in the book/code/split view they last opened in.  This 
makes it difficult and confusing to navigate through a book in one view if 
you've been editing. 

New files/books are also forced to open in code view if you've been using split 
view.

Patch attached to fix the following issues:

- The view used by any HTML tab should be whatever the state of the View 
buttons is.  At the moment the files/tabs remember their last setting and 
ignore the Book View/Code View/Split View button selection making it very 
confusing if you switch around files changing views.

- If you are in Split View, new pages or books should open in Split View.  They 
currently jump to Code View.

- If you are in Split View and do a Count/Replace you should stay in Split View 
and just have the focus moved to the Code View window.  Currently you are 
switched to Code View.
