Weird scaling bug (suggest a better name below)

Steps

Start a stream with scaling enabled
Press Ctrl+Shift+B

What happens

Scales at the wrong resolution or reports wrong resolution. Was streaming at 720p

What is expected

Scales at the correct resolution or reports correct resolution
